3.  What area has been proposed to be designated as Caddo Lake NHA?

4.  Has our area been designated as an NHA?

No, but  it will.  It made it all the way to Washington, DC without the citizens it affects knowing anything about it.  The legislation has passed in both Louisiana and Texas, so that it could be forwarded to the Federal Congress and Senate in Washington, D.C.  It has been read to both the US Congress and US Senate and referred to the Committee for Natural Resources.  The congressional committee for Natural Resources referred it to the Subcommittee on Federal Lands as of 06/04/18.  It is still housed in the Senate Committee for Natural Resources, awaiting action.
